•
AGENDA ITEM V. A
STAFF ORIGINATOR: Jeff Smyser
P & Z MEETING DATE: March 8, 2000
TOPIC: Preliminary Plat, Bluebill Ponds
BACKGROUND
The applicant, Heritage Development, has submitted an application for a preliminary plat.
The site is on the south side of Main St. across from Wood Duck Trail and Blue Bill
Lane. The original application came before P & Z in October 1999. The project has
been continued since then for various design reasons.
The City received this revised plat application December 13. State statutes allow 120
days for the City to make a decision on a preliminary plat application. In order for the
City Council to meet this statutory deadline, the Council must act at its March 27
meeting. Therefore, the application was put on the March P & Z agenda.
• This report is based on the most current submittal consisting of the following:
•
Preliminary Plat 12/10/99 submitted 12/13/99
Preliminary Utility Plan 12/7/99 submitted 12/13/99
Preliminary Grading Plan 12/7/99 submitted 12/13/99
Hydrology Map 12/7/99 submitted 12/13/99
The site is completely within the existing MUSA. Land use and zoning for the site and
surrounding land are listed in the following table.
The site includes 3 5.3 5 acres.
The proposed plat would create 77 single family lots.
Comprehensive
Plan (existing)
Comprehensive Plan
(1998 draft)
Zoning
site
SF Residential
Low Density Sewered Resid.
R -1 SF
Resid.
north
(across Main St.)
SF Residential
Low Density Unsewered Resid.
R Rural
east
SF Residential
Low Density Sewered Resid.
R -1 SF
Resid.
west
SF Residential
Low Density Sewered Resid.
R Rural
south
SF Residential
Low Density Unsewered Resid.
R Rural
The site includes 3 5.3 5 acres.
The proposed plat would create 77 single family lots.
