Bluebill Ponds <br />March 8, 2000 <br />page 2 <br />Wetlands cover 2.15 acres. <br />Gross density would be 2.18 units per acre. <br />Net density, subtracting the wetlands, would be 2.32 units per acre. <br />ANALYSIS <br />Lots, Blocks <br />The submitted information indicates that lot areas shown on the plat do not include <br />wetlands or ponds. All lot areas would then comply with the required minimum area of <br />10,800 sf of buildable land per lot in the R -1 zone. Most lots meet the minimum width <br />and depth requirements of 80 ft. and 135 ft., respectively. <br />However, we require a lot depth of 145 ft. on double - frontage lots. The lots in Block 1, <br />along Main St., are double - frontage lots. Lots 5, 6, and 7 do not meet this requirement. <br />Lot depth is measured as "the shortest horizontal distance between the front lot line and <br />the rear lot line measured from a ninety (90) degree angle from the street right -of -way <br />within the lot boundaries." <br />Because of the roadway issues, described below, the layout of the plat will have to be <br />altered, which will result in a reduction in the number of lots. <br />Parks and Trails <br />Originally, staff envisioned some park land in the southeast corner of the site. This <br />would be near the park in the Highland Meadows West plat. The two sites touch at the <br />corners only, so the entire park would be oddly configured. The missing connecting <br />piece would have to be filled in when the land to the east of Bluebill Ponds develops. We <br />have no indication that this will occur in the foreseeable future, so the missing piece is <br />only speculative. <br />The greatest impediment to designing park land into this site is the road on the south edge <br />of the plat. This road was requested by the majority of the residents on the south side of <br />the road, in Mar Don Acres. The future extension of this will separate the Bluebill Ponds <br />site from the Highland Meadows West park site. <br />The park dedication requirement is about 3.3 acres, or the equivalent in cash. We <br />estimate that the cash dedication would be approximately $81,000. <br />The 1992 trail plan envisions a trail crossing this site from east to west to facilitate a. <br />future connection between the park and 4th Ave. A trail within a road right of way could <br />provide for a trail across this plat. However, a connection to 4th Ave. will be difficult to <br />create unless land to the west develops. Currently, that land is zoned Rural. The draft <br />comprehensive plan shows some additional land in a growth area, but not all the way to <br />4th Ave. <br />• <br />
