• <br />Bluebill Ponds <br />March 8, 2000 <br />page 3 <br />The Park Board met to review this plat on March 6. Staff will have the Park Board's <br />review for the March 8th P & Z meeting. <br />Stormwater Management and Wetlands <br />The City and the Rice Creek Watershed District are promoting infiltration and volume - <br />reducing techniques. The proposed grading plan does not incorporate such techniques. <br />The stormwater management should be redesigned. <br />The wetlands will be covered by a drainage easement on the final plat according to <br />standard policy. We have no information from the Watershed District regarding its <br />review of the project. The City typically includes final Watershed approval as a <br />condition of approval, but staff always requires an indication of pending Watershed <br />approval before we recommend approval of the project. <br />Utilities <br />The applicant has assumed that sewer and water service will come from Main St. This is <br />not necessarily the case. It is possible that utilities should come through the Highland <br />Meadows West development and 79th St. We will need to prepare a feasibility study to <br />determine how this development and nearby areas will best be served. It is City policy <br />that the benefiting property owner bear the cost of such a study. <br />We have received a petition for public improvements that would include extending 'sewer <br />and water to the site. This petition has not yet been formally considered by the City <br />Council. <br />Transportation, Roads, Access, Circulation <br />Main St. Access: The major issue at this time is access to Main St. (CSAH 14). <br />Anoka County recently completed an access management study. Eventually, Main St. <br />probably will have a median separating eastbound and westbound traffic. Wood Duck <br />Trail is the designated location for a full access intersection. Bluebill Lane will be a <br />limited access intersection. This means that Bluebill will be a right - in/right -out only <br />intersection. The Bluebill Ponds development, with 77 lots, will be ill- served with such a <br />limited access intersection. <br />In addition, the City should be looking to provide circulation in the area. Ultimately, <br />there will be 150+ dwelling units in Highland Meadows West, and 70+ in Bluebill Ponds. <br />A full access intersection on Main St. is the appropriate connection, and Wood Duck <br />Trail is the appropriate location for it. The new roads through these plats will be very <br />curvy. They will not be very good for a shortcut route between Main St. and Lake Drive. <br />Rather, the new roads will provide circulation through these developments and access for <br />the residents. <br />
