Joint powers agreement regarding 21st Ave. <br />This agreement is now in place. <br />• Utilities <br />Sanitary sewer and water service exist in the Northern Lights Blvd. alignment. However, <br />an easement must be dedicated to the City in this alignment. The utilities themselves <br />have not yet been dedicated to the City. This will be reviewed as part of the final plat <br />approval. An easement for utilities in the future Northern Lights Blvd. location is shown <br />on the draft final plat. <br />Stormwater management must be properly addressed. The current ditch draining east to a <br />pond near the freeway was a temporary measure. Complete stormwater facilities must be <br />constructed to accommodate the Dairy Queen project. <br />The City Engineer's memo addresses these issues further. <br />• Parking <br />For fast food restaurants, our code requires at least 15 parking spaces per 1000 sf of gross <br />floor area. For the purposes of calculating parking spaces, the ordinance requirement is <br />to use 90% of the floor area. That is, 90% of approx. 1655 sf is 1490 sf, or 1.49 x 1000. <br />Fifteen parking spaces x 1.49 = 22 spaces required. This site plan shows 22. <br />• Roads, Access, Circulation <br />There will be one driveway access to the Dairy Queen site on Northern Lights Blvd. <br />Entering vehicles can either proceed into the parking area or turn right for the drive - <br />through. <br />Northern Lights Blvd., like the utilities, has not been dedicated to the City. This will be <br />addressed as part of the final plat review. The City Council discussed the right of way <br />width in 1997. While our current standard is 80 ft for a commercial road, the City <br />Engineer in 1997 recommended 60 ft.. <br />The Lino Lakes side of the 21St Ave. right of way will be dedicated as part of the final <br />plat, as shown on the draft final plat. Work on completing this portion of 21St Ave. and <br />Northern Lights Blvd. can begin with the completion of a developer's agreement, which <br />typically is part of the platting process. <br />The City Engineer's memo addresses these issues further. <br />
