• • Inventory and Assessment of Natural Resources (March - November 2000) • To be done for each participating city. • Also called ''a) Assessment" under the "1. Integrated Assessment & Policies @ Landscape (LUG) Scale" in the Forest Service funding proposal & work plan (copies in notebook). • Will include detailed land cover mapping (to 1 acre polygons) for each city's total geographic area (pending availability of additional matching funds, e.g. through LUG's, watershed district, Metro Greenways planning grant, and Minnesota ReLeaf community forest inventory grant program), • Will include some form of wildfire risk assessment, natural plant community and habitat inventory and assessment, forest health assessment, wetland classification (if needed), plus other assessments TBD • GIS -based data layers and maps of existing information and various assessments with accompanying narratives will be generated and provided to the city and other project cooperators /funders. • The inventory and assessments will be useful in focusing the rest of the project on the city's most critical and significant natural resource issues and opportunities. ,= 1valuation and Recommendations on Policies & Plans (April 2000 - Mar 2001) • To be done for each participating city. • Also called "b) Policies" and "c) Recommendations" under the "1. Integrated Assessment & Policies @.Landscape (LUG) Scale" in the Forest Service funding proposal & work plan (copies in notebook). All of the city's relevant policies, comprehensive plan chapters, ordinances, management plans and practices, etc. which relate to or affect natural resource resources could be addressed. Focus may be on one or more of these that are critical in land development and natural resource conservation and are under current consideration by the city. Which are covered will be based on the city's needs and, to a lesser degree, the DNR's goals. • Any vision statements, goals, etc. that the city has related to natural resource conservation could be a useful basis for the project. • A checklist will be developed by the DNR to use in a process of evaluating the effectiveness of the city's current policies etc. in conserving natural resources (and achieving natural resource- related smart growth concepts). • Some examples of sample model ordinance language and guidelines (including some on sustainable development and smart growth as well as natural resource protection) and other conservation tools will be compiled and offered to the city for consideration. • Recommendations will be developed on ideas and/or options for better integrating natural resource conservation and related smart growth concepts into existing city policies, plans, practices, etc. Subdivision Concept Plans (May 2000 - May 2001) • To be done only for one site (a whole proposed subdivision study site) in one city. • Also called "2. Integrated Development Plan @ Subdivision Scale" in the Forest Service funding proposal & work plan (copies in notebook). • • The DNR and the Minnesota Land Trust (MLT) would cooperate with the city and a landowner /developer who is interested in looking at options for natural resource conservation in their subdivision design and management and who is willing to work with the DNR/MLT
