in exploring conceptual design options.
• Will include a more detailed natural resource inventory of the subdivision study site using the
developer /landowner's site survey /basemap and the project's land cover mapping as a basis
(with the nature of' the more detailed inventory based on the land cover mapping).
• Guidelines for integrated smart growth and natural resource conservation in subdivision
planning and design would be developed and agreed upon by all parties early in the process.
• MLT would develop a series of alternative conceptual site plans which show a range of ways
responding to the guidelines in the site layout and conservation areas. These conceptual
plans would be created and revised through consultation with project partners.
• One or more of these conceptual plans would be presented to a city board/commission as part
of a discussion of potential revisions to the city's subdivision ordinance.
• MLT/DNR would develop suggestions and/or•options for ongoing protection and
management of natural resources on this subdivision site (e.g. conservation easement and
forest management plan).
• Will include exploration of how this subdivision could become part of the DNR's
Neighborhood Wilds Program (for involving homeowner's in cooperative natural resource
education and on- the - ground demonstration projects).
Final Report (July - September 2001)
A final project report documenting this process and key findings will be prepared and distributed
to the Forest Service and all local partners.
Requested City Commitment (preliminar y draft - 2/3/00)
To be selected as a project city, the DNR would like the city to pass a resolution, memorandum
of understanding, or take some official action in support of this project with the following
provisions requested:
• the city will provide DNR with a copy of any policies, ordinances, etc. to be considered in
this project;
• if needed, the city will allow project team members doing the natural resource assessment on
to any city property and encourage other owners to also give their permission;
• city staff and /or board/commission members be willing to meet periodically on the project;
• DNR & other participants can periodically present project findings to a city board/
commission of the city's choosing); and
• the city will make a good faith effort to consider and, where in the city's interest, to
implement findings from the project.
In addition, for the city to be selected as the location for the subdivision design part of the
project, the DNR would like:
• the city would provide to the DNR (and Minnesota Land Trust) the names of landowners
and/or developers who may be interested in the participating in the project;
• the city, the landowner /developer, and the DNR/MLT will concur that the proposed
subdivision study site serves each of our purposes for this project;
• the city is willing to be the DNR/MLT "client" on this project and participate in the process
(e.g. in developing or reviewing guidelines and in project review) - but that this participation
doesn't take the place of any official city review processes, nor does it commit the city to
approve the subdivision;
