Bluebill Ponds <br />June 14, 2000 <br />page 4 <br />The City Engineer's comments list issues to be addressed, but he is comfortable that they <br />can be resolved with the indicated changes to the plans. <br />Utilities <br />Stormwater Management and Wetlands: Several small wetlands exist on the site and <br />will be impacted by the project. The mitigation plan is part of the review by the Rice <br />Creek Watershed District. The wetlands will be covered by a drainage easement on the <br />final plat according to standard policy. The Watershed District review status is "tabled <br />with authorization for administrative action." This means that the remaining issues can <br />be handled by District staff as long as the applicant submits additional information in a <br />timely manner. <br />The City Engineer's comments list a number of technical issues to be addressed, but he is <br />comfortable that they can be resolved with the indicated changes to the plans. <br />Sewer and Water: Sewer and water service will come from Main St. The City will <br />need to prepare a feasibility study to determine how this development and nearby areas <br />will best be served. It is City policy that the benefiting property owner bear the cost of <br />such a study. <br />We have received a petition for public improvements that would include extending sewer <br />and water to the site. This petition was scheduled for action by the City Council on June <br />12. Staff will have an update for the P & Z. <br />The City Engineer's comments list a number of technical issues to be addressed, but he is <br />comfortable that they can be resolved with the indicated changes to the plans. <br />Parks and Trails <br />Originally, staff envisioned some park land in the southeast corner of the site, near the <br />park in the Highland Meadows West plat. The two sites touch at the comers only, so the <br />entire park would be oddly configured. The missing connecting piece would have to be <br />filled in when the land to the east of Bluebill Ponds develops. We have no indication that <br />this will occur in the foreseeable future, so the missing piece was only speculative. <br />The road on the south edge of the plat (Street A) renders that idea impractical. This road <br />was requested by the majority of the residents on the south side of the road, in Mar Don <br />Acres. The future extension of this will separate the Bluebill Ponds site from the <br />Highland Meadows park site. <br />The 1992 trail plan envisions a trail crossing this site from east to west to facilitate a <br />future connection between the park and 4th Ave. However, a connection to 4th Ave. will <br />be difficult to create unless land to the west develops. Currently, that area is zoned Rural. <br />The draft comprehensive plan shows some additional land in a growth area, but not all <br />• <br />
