Twin City Fab, Inc.
July 12, 2000
page 4
The total requirement is 29 parking spaces. The plan shows 29, with an area provided for
9 more if additional employees are added. Even if 100% of the office area were used, it
would add only one parking space, and the proof of parking accommodates that.
• Roads, Access, Circulation
Passenger vehicles will use the parking in the front of the building. Trucks will proceed
to the back of the building to the loading docks. Curb and gutter will surround all
parking and drive areas except that the applicant wishes to forego curbs on the back of
the truck loading area. The applicant has not presented a justification for this. The City
Engineer recommends curb around the entire drive area.
A shared driveway provides access to the site. The driveway will be shared by TC Fab
and the Marmon Keystone site on the west. The driveway is consistent with the joint
powers agreement with Anoka County that covers the number and type of accesses on
Apollo Drive. A shared driveway agreement between the two sites will be necessary and
staff is recommending that one be submitted for City review as a condition of approval.
In reviewing shared driveways, we must consider potential traffic conflicts in the
driveway itself. Vehicles leaving the sites come from two directions and mix in the
driveway before exiting onto Apollo. For example, a car leaving the TC Fab parking area
to go west on Apollo crosses the path of a car leaving the other site and going east on
Apollo. The potential problem is reduced as the mixing point is moved farther back from
Apollo. Numerous site factors influence the location of the parking drive: the location of
the pond in the rear of the site, the area needed for trucks, the resulting building location,
and the needed parking. The applicants have moved the parking drive as far back as
possible given the constraints. Moving it farther would reduce the ability to expand the
building to accommodate growth in the business.
• Park Dedication
Park dedication will be subject to the City policy of $200 per 1000 sf of commercial
building. For TC Fab, with 19,200 sf, the dedication would be $3840.
• Outdoor Storage Conditional Use Permit
Outdoor storage is allowed as a conditional use in the LI zone per Ordinance 02 -00,
adopted this past February. Two sets of fmdings must be made.
Findings for All Conditional Use Permits: As stated in Sec. 2 Subd. 2.B.7., the
Planning and Zoning Board shall recommend a conditional use permit and the Council
shall order the issuance of such permit only if it can make findings that the proposed use
at the proposed location:
a. Will not be detrimental to or endanger the public health, safety, comfort,
convenience or general welfare of the neighborhood or the City.
•
•
•
