Why are these types of policies always punitive, and not incentive based? Also <br />these types of policies are often offered up as environmental concern, but really <br />these policies are anti - growth policies. How about smaller setbacks, lot size, <br />changes in ROW, grading limits, street widths, etc. <br />2. Inventorying and surveying of trees is extremely expensive, perhaps a walk <br />through of the property to determine what trees or woodlands need to be saved <br />would serve the same purpose. <br />3. Why does your ordinance ever consider the natural life cycle of trees and related <br />vegetation, the age, maturity, condition and the natural ecological evolution of <br />the eco-system? <br />i.e. The protection of forest which later burns because human <br />intervention has not allowed for the natural death, decay and <br />burning of these eco-systems. <br />
