Marmon Keystone <br />July 12, 2000 <br />page 4 <br />• Roads., Access, Circulation <br />Passenger vehicles will use the parking on the east side of the building. A shared <br />driveway provides access to the site on the east side of the site. The driveway will be <br />shared by TC Fab and the Marmon Keystone. A shared driveway agreement between the <br />two sites will be necessary and staff is recommending that one be submitted for City <br />review as a condition of approval. <br />In reviewing shared driveways, we must consider potential traffic conflicts in the <br />driveway itself. Vehicles leaving the sites come from two directions and mix in the <br />driveway before exiting onto Apollo. The parking drive is 100+ feet back from Apollo <br />Drive. This is quite adequate to minimize conflicts. <br />A public roadway segment is proposed on the west side of the site. This would be about <br />230 ft. of road with a cul de sac. This road provides for trucks to circulate around the <br />site. In addition, the road will provide access to future parcels in the undeveloped area on <br />the west of the Marmon Keystone site. This road will be constructed to City standards <br />and will require a developer's agreement like other development projects involving <br />public roads. <br />Both the shared driveway and the public roadway are consistent with the joint powers <br />agreement with Anoka County that covers the number and type of accesses on Apollo <br />Drive. <br />• Park Dedication <br />Park dedication will be subject to the City policy. For low -labor intensity businesses <br />(one employee or fewer per 1000 sf), the requirement is $133 per 1000 sf of commercial <br />building. Marmon Keystone, with the potential for 11 employees in 83,050 sf, qualifies <br />for this. Therefore, the park dedication would be $11,045. <br />• Outdoor Storage Conditional Use Permit <br />Outdoor storage is allowed as a conditional use in the LI zone per Ordinance 02 -00, <br />adopted this past February. Two sets of findings must be made. <br />Findings for All Conditional Use Permits: As stated in Sec. 2 Subd. 2.B.7., the <br />Planning and Zoning Board shall recommend a conditional use permit and the Council <br />shall order the issuance of such permit only if it can make fmdings that the proposed use <br />at the proposed location: <br />a. Will not be detrimental to or endanger the public health, safety, comfort, <br />convenience or general welfare of the neighborhood or the City. <br />b. Will be harmonious with the general and applicable specific plans and policies of <br />the comprehensive plan of the City and this ordinance. <br />• <br />• <br />
