• <br />Mueller -Bies Funeral Home <br />October 11, 2000 <br />page 2 <br />• Lighting <br />The submitted lighting plans meets with the requirements of the Ordinance. Light <br />fixtures must be directed downward as provided in the Ordinance and recommended by <br />the Environmental Board. <br />• Signage <br />Signage is governed by the City's sign ordinance and permits are required for all signs. <br />All signs will be reviewed with the sign permit applications. An illuminated ground sign <br />is proposed for the site but no detail has been provided to date. The Environment Board <br />has requested that no glare be produced from the illuminated sign. <br />• Landscaping <br />The landscaping plan has been reviewed by our Environmental Specialist and the <br />Environmental Board. The Board recommended additional screening of the front parking <br />lot and use of native species were possible <br />• Utilities <br />City utilities are available to serve the site and are subject to the review and approval of <br />the City Engineer. A copy of his report is attached for P & Z information with conditions <br />of approval listed in this report. <br />• Parking <br />City Code requires 20 spaces per chapel, 1 space per vehicle and 2 spaces per residential <br />unit for a funeral home w /an accessory apartment. The total requirement is 44 parking <br />spaces. The plan shows parking for 109 stalls. The applicant believes this amount of <br />parking is necessary for the use even though our Ordinance requires considerably less. <br />No overflow parking is available in the vicinity and a large funeral may require this <br />amount of parking. Staff would agree that 44 spaces seems inadequate for this use and <br />concur the request for additional spaces. The applicant has agreed to provide additional <br />landscaping along Lake Drive which will help to screen this parking area from the <br />roadway. <br />Roads, Access, Circulation <br />Access and circulation patterns appear adequate to serve the site. Anoka County is still <br />reviewing the access location and has indicated that a shared access would be preferred. <br />As a condition of approval, access permits must be obtained from Anoka County to serve <br />this development. According to the County, the access shown on the plan may need to be <br />altered when Lake Drive is ultimately upgraded. The County has also indicated that an <br />
