Mueller -Bies Funeral Home
October 11, 2000
page 3
additional 20 feet of right -of -way will be required for the future reconstruction of Lake
Drive. The County will prepare the deeds for signature and recording.
• Park Dedication
Park dedication will be subject to City policy. For commercial use the requirement is
$ 200 per 1000 sf of commercial building. Therefore, the park dedication will be
approximately $ 2,300. (Based on 11,554 square feet of building)
ENVIRONMENTAL BOARD ACTION
The Environmental Board reviewed the project on September 27, 2000 and recommended
approval of the project. A copy of their comments are attached. One of the Boards
concerned related to the OHW level on Rice Lake. For P & Z and Council information,
the proposed construction meets the setback requirement from the OHW according to our
Shoreland Ordinance. The DNR has reviewed the plans and expressed no additional
concerns with the proposed development. The RCWD tabled the site plan review at their
9 -27 -00 meeting with authorization for administrative action (this is an approval with
conditions).
MINOR SUBDIVISION
The property in question is a 7.6 acre unplatted parcel of land that is proposed to be split
into two parcels. Parcel A, the Mueller -Bies site, will be 4.5 acres in size and Parcel B
will be 3.1 acres in size — less right -of -way dedication required by Anoka County.
The Zoning Ordinance provides a minimum lot area of 20,000 sq. ft. for the General
Business Zoning District with a minimum frontage of 100'. Both proposed parcels
exceed the Ordinance requirements. Parcel A is 500' in length and Parcel B is 446.5.
Staff would recommend approval of the Minor Subdivision with the dedication of 20
additional feet of right -of -way to Anoka County for the reconstruction of Lake Drive. A
revised survey will be required prior to Council reviewing indicating this land dedication,
not easement dedication as indicated on the current site plan.
CONDITIONS OF APPROVAL: Minor Subdivision and Site Plan
In review of this plan, staff would recommend approval of the minor subdivision and site
plan review with the following conditions:
1. Proper building permits are obtained and include a 1% escrow deposit to
insure completion of site improvements.
2. The revised landscaping plan shall include additional screening along Lake
Drive and is subject to review and approval by City Staff. This plan shall be
submitted and obtain the approval of the City Environmental Specialist prior
to City Council review.
3. Park Dedication shall be required per the City's Subdivision Ordinance.
