This 2nd Addn. plat will change it to Arlo Lane <br />to coincide with the street on the southern border of Bluebill Ponds. <br />Lots, Blocks <br />The required minimum lot area is 10,800 sf of buildable land per lot in the R -1 zone. <br />Three of the four lots meet this requirement. Lot 1 Block 1 is large enough to have the <br />required buildable area even though part of the lot includes a pond. However, Lot 3 <br />Block 1 may not have enough land above the pond elevation. As a condition of approval, <br />staff is recommending that this lot be increased in size to meet the minimum lot area. <br />This can be done on an amended plat drawing before going to City Council for approval. <br />All lots meet the minimum width and depth requirements, of 80 ft. and 135 ft., <br />respectively. The blocks being created are small and are well within the maximum length <br />of 1500 ft. Future development will be reviewed to ensure compliance. <br />This 2nd Addn. plat is being created from Outlot E, Highland Meadows West. The <br />remainder of that outlot will be renamed Outlot A, Highland Meadows West 2nd Addn. <br />The submitted plans show a small Outlot B. There is nothing gained by creating this <br />separate lot. It should be part of the larger Outlot A. <br />Transportation, Roads, Access, Circulation <br />The existing roads were created with the Highland Meadows West plat. Marilyn Drive <br />will be extended about 50 feet to provide full frontage for the new lots in the 2nd Addn. <br />The road shown as Arlo Lane was named Elizabeth Lane in the previous plat. It will be <br />renamed Arlo Lane with the new plat. This renaming results from the new east -west <br />street along the south edge of Bluebill Ponds. In the future, that street will connect to this <br />plat. The street in Bluebill Ponds was named Arlo Lane, and the developer of Highland <br />Meadows West has agreed to rename Elizabeth Lane for consistency. <br />This small, four -lot plat does not create any concern about additional traffic and <br />circulation as it is only adding two house lots. However, before any additional <br />development can occur in the large outlot, circulation in the area, including access to <br />Main St. and the Bluebill Ponds neighborhood, must be resolved. This will be a <br />condition of approval for this preliminary plat of the 2nd Addn. <br />Utilities <br />Stormwater Management and Wetlands: No wetlands exist on this location. A pond <br />is proposed that will cover a portion of Lot 1 and Lot 3 of Block 1, as noted above. As <br />can be seen by the City Engineer memo (attached), several pieces of information are <br />lacking. This information will be required, with revised plans, before City Council <br />approval. The relevant condition of approval is intended to provide enough time for staff <br />to review the revised plans. <br />• <br />• <br />• <br />A <br />
