The existing houses must connect to City <br />utilities and the existing septic systems must be properly abandoned. Any existing wells' <br />may be retained only for irrigation. <br />Parks and Trails <br />Park dedication was addressed through the platting of Highland Meadows West. The 4+ <br />acre park land (Outlot C) and the trail (Outlot A) in the powerline area fulfilled the park <br />dedication. Those outlots were to be deeded to the City as park dedication. <br />ENVIRONMENTAL BOARD RECOMMENDATIONS <br />The Environmental Board considered the original application on October 25, 2000. The <br />Board recommended avoiding piecemeal development. <br />CONDITIONS OF APPROVAL <br />1. Lot 3 Block 1 shall be adjusted to meet the minimum requirement for buildable area <br />above the pond elevation. Revised plans shall show this change and submitted by <br />November 22 to allow review time before City Council approval. <br />2. The area shown as Outlot B of this 2nd Addn. shall be part of Outlot A, Highland <br />Meadows West 2nd Addn., it shall not be a separate parcel. Revised plans shall show <br />this change and submitted by November 22 to allow review time before City Council <br />approval. <br />3. The comments of the City Engineer in the November 3, 2000 TKDA memo shall be <br />addressed to his satisfaction. The required information and revised plans shall be <br />submitted by November 22 to allow review time before City Council approval. <br />4. No additional development shall occur in Outlot A, Highland Meadows West 2nd <br />Addition until safe and efficient circulation in the area including Main St. access is <br />addressed to the satisfaction of the City and Anoka County. <br />5. Existing septic systems on Lot 1 Block 2 and Lot 1 Block 1 shall be properly <br />abandoned. Both properties shall connect to City utilities. Existing wells may be <br />retained only for irrigation. <br />6. All permits required by the Rice Creek Watershed District shall be obtained prior to <br />any site grading. Previous permits must be adhered to. <br />
