They could pay for the wall out of the moneys provided by the city <br />and state to expand their operations. This money came from us the taxpayers. They have <br />(or will) provided a berm. This was built for the view not the sound. It was states at our <br />meeting that a berm does nothing for noise. <br />Randall Moline was quoted in the City of Lino Lakes minutes as saying that he has only <br />received complaints from two of the neighbors. I don't feel that this is an accurate <br />statement. I know that he has received calls from the Cables, Millers and myself. I try to _ <br />be a good neighbor and not complain. I have never placed a call to the police. I felt that <br />the company was aware of the problem when they received one call and didn't need to <br />get several before that took the complaint seriously. Randy also stated that he gave us a <br />phone number to call in 1997 but he has never returned any of our calls. <br />I do not hear the beepers very often in the winter when my windows are closed and the <br />furnace is on. I do hear them everyday in the summer if I leave my windows open. In <br />order to sleep through the night I have to sleep with my windows shut and my air <br />conditioner and fan running. I do not think that this is a sacrifice that I should have to <br />make in order to sleep in my own home. I pay taxes — which have just increased to <br />$3,200 next year. This is a great deal of money to pay to live in a home that my family <br />has troubles sleeping past 4am, can't use my yard a couple of weeks a year due to the <br />sand flying off of the yard and berm , has damage done to the south side of my home <br />(also due to the sand), and pay extra money to run electrical appliances in order to drown <br />out the sound of Moline Concrete factory (and deliveries). I know that this has or will <br />depreciate the value of my home if or when I choose to sell it. <br />There are Cranes, Dump trucks, forklifts, and Semi's that come with in a few of hundred <br />feet of our property lines. All of these vehicles make a lot of noise. The machine that <br />lifts for walls of concrete is also loud and all of these machines shake the ground. They <br />also use chain saws to saw off the end of the rebarb. All of these sounds awakens us. <br />There is currently a pile of sand on the north end. Moline has been selling (or giving <br />away) the sand. This means that we are still going to have the dump trucks and cranes at <br />the berm next summer. <br />There is a lot of dust created by the movement of all of these vehicles. I have <br />photographs of this —I will enclose some of these. I would like to have the pictures <br />returned if you don't need it. I am contemplating hiring a lawyer about this issue. I am <br />unable to use my yard or leave my windows open if the wind blows at all. If I do leave a <br />window open I have sand all over in my house. If I am out in the yard I get sand in my <br />eyes and am unable to enjoy my property. It was agreed that Moline were going to lie <br />down used asphalt to eliminate this problem. I'm not sure what made it into the permit <br />but the company, neighbors and the city agreed this to. <br />We also agreed to a berm. The berm was to be off of the property line 150 feet. They <br />showed us a lay out with pine, deciduous trees, and bushes mixed to cover the whole <br />berm. It has been three and a half years since we all agreed on this. It took Two and a <br />
