• <br />• <br />half years to get the berm. There were a few trees place on the berm in the Fall of 2000. <br />I however have no trees of any kind behind my property. There is one bush on the side <br />that should grow to around three feet. This causes two problems - The first being the dirt <br />that blows from the berm. There is not any ground cover or trees to keep this from <br />happening. Also I have a view of concrete from all of the windows on the backside of <br />my house. <br />In conclusion, I feel that Moline Concrete and the city of Lino Lakes have both not held <br />up to their part with this conditional use permit. Moline has not done what they promised <br />the neighbors and city. The city also has not held them to implementing the conditions <br />that made it possible for Moline to use this land. The city said at the meeting that this <br />land does not have to be rezoned to heavy industrial in order to let Moline use it. They <br />felt that since it was just being used for storage that this would not be a problem. I have <br />to disagree with this. With all of the heavy equipment and the work shifts running almost <br />around the clock it would have to be zoned as a Heavy industrial area in order to be <br />zoned correctly. <br />If this were used as a light industrial area we would not have to deal with the noise or <br />sand. 1 look at the rest of the small business on Apollo Dr. and they are not creating any <br />noise. Most of them run a day shift and the work is done on the inside of their building. <br />This conditional use permit is also in direct violation of the 20/20 vision for the city. The <br />city vision states that there should be a separation from heavy industrial business and <br />residential. This plan was in place when the conditional use permit was allowed. The <br />zoning board also stated that they would make sure the conditions were carried out and as <br />far as I can tell they have not done this.
