It has not been decided whether the trail will be on the north or south side of Holly.
It will be within the road right -of -way. A trail exists on the east side of 12th Ave. as part
of Peregrine Pass. Park dedication for this new development would be cash.
Wetlands: Wetlands exist in the north central and southeast portions of the site.
Although the boundaries of wetlands are shown on the preliminary plat, a wetland
delineation report has not been submitted and is required. A created pond that is
proposed to be filled exists in the southwest portion of the site. Wetland review should
determine if the filling of the created pond is subject to the Wetland Conservation Act. If
so, additional mitigation may be required. Parts of both the north central and southeast
wetlands are proposed to be filled. Mitigation (replacement) is shown near the existing
wetland areas. Rice Creek Watershed District approval is required of the delineation and
mitigation plans. If the Watershed does not approve the filling, Lots 1 and 13 would not
be buildable and must be eliminated. It is City staff's policy to require preliminary
approval (tabled with approval for administrative action or TWAFAA) from the Rice
Creek Watershed District before City staff recommends approval by the Planning and
Zoning Board.
Landscaping and Tree Preservation: The site is a former pine tree plantation. A
plan for tree preservation must be submitted. The Environmental Board has suggested
that some of the trees might be moved.
Because the site is located at the intersection of two collector road staff will work with
the applicants to develop a landscaping plan to provide a buffer between the right -of -way
and the homes to be constructed.
Open Space: No dedicated open space is proposed.
Environmental Board: The Environmental Board reviewed the project on January
3, 2001. The Environmental Specialist's memo includes the Board's comments.
OPTIONS
1. Recommend denial of the preliminary plat due to the lack of a tree preservation plan
and impact to existing wetlands.
2. Continue the public hearing to allow time for additional information as outlined in the
planning report to be submitted and reviewed .
