C <br />Jeff Smyser <br />September 11, 2001 <br />PUBLIC HEARING <br />- Amendments To Conditional Use Permit <br />- Amendments to Interim Use Permit <br />-Site and Building Plan Review <br />Molin Concrete, 415 Lilac St. <br />Molin Concrete Products Company has submitted applications for amendments to the <br />existing conditional use permit (CUP), amendments to the existing interim use permit, <br />and for a site plan review. The requested amendments would change several of the <br />conditions that were adopted with previous approvals. The site plan review application is <br />for a new manufacturing building on the site. The new building in and of itself requires <br />an amendment to the conditional use permit because it differs from what was previously <br />approved. <br />The earliest action in the City's address file is a rezoning in December 1968 and special <br />use permit issued to Molin in January 1969 to construct a concrete plant. The Sherwood <br />Green residential plat was approved in 1978. Amendments to the Molin special use <br />permit were approved for expansions in 1978, 1981, and 1983. In 1984 neighborhood <br />complaints resulted in a task force to study concerns regarding noise, blowing sand, and <br />visual impact. <br />A storage building was approved in 1991, and another building addition approved in <br />1993. All the expansions included approvals of amendments to the special/conditional <br />use permit. <br />On October 27, 1997 the City took several actions relevant to the site. These included: <br />1. Approval of a CUP to allow expansion of the concrete plant. This referred to <br />additional structures on the southern portion of the site. <br />2. Amending the zoning ordianance to include outdoor storage as an interim use in the <br />LI zoning district <br />3. Approval of an interim use permit to allow outdoor storage on Molin's northern 20 <br />acres. <br />4. Vacating the portion of 77th Street that separated the two areas. <br />Another building addition was approved in 1999. <br />
