The interim use permit will expire if there is a change in the land use in the LI District <br />on the northern portion of the site. <br />17. The following conditions that were approved on October 27, 1997 shall no longer <br />apply: <br />- condition 11 a. requiring storing wall panels parallel to the buffer yard (berm); <br />- condition 13 c. requiring a solid row of coniferous trees on the north side of the berm <br />and a row of deciduous trees on the south side of the berm; <br />- condition 13 e. requiring irrigation for the berm. <br />18. Molin shall have an analysis prepared to determine the length of the shadow of the <br />silos to determine if there will be a solar access issue on neighboring properties. This <br />analysis should be prepared and submitted prior to City Council review of the current <br />applications. This condition applies to the overall conditional use permit on the <br />entire site for the concrete plant as well as the site plan review. <br />19. A noise analysis shall be performed to test compliance with MPCA noise standards. <br />This analysis should be completed prior to City Council review of the current <br />applications. <br />OPTIONS <br />1. Approve the amendment of the conditional use permit, amendment of the interim use <br />permit, and the site plan with the conditions listed in the report. <br />2. Deny the amendment of the conditional use permit, amendment of the interim use <br />permit, and the site plan, and list reasons for the denial. <br />3.
