•
•
Centennial School District - Elementary School
Site and Building Plan Review /Conditional Use Permit
September 11, 2001
Page 4
In regard to vehicular circulation, some concerns exist regarding the necessary backing
maneuvers of buses in the designated bus parking lot. Such maneuvering creates a
conflicting traffic pattern and raises safety concerns.
Pedestrian and Bicycle Traffic: Pedestrian access to the school will be provided via an
extension of the Middle School trailway /sidewalk system and is separated from bus
traffic.
The submitted site plan does not illustrate bicycle rack locations. It is recommended that
bicycle racks be provided which allow students safe lockage of bicycles within
convenient distance of the school's entries. As a condition of site and building
plan/conditional use permit approval, the site plan should be revised to illustrate bicycle
rack locations.
Building Height: The two story elementary school measures 30' -5" in height and
complies with the maximum 45 foot height requirement imposed in the PSP District.
Building Materials: As shown on the submitted building elevations, the school will be
finished in materials and colors that will match the nearby middle school. The base of
the building will be finished in red face brick with textured EFIS (tan) being provided on
the upper half of the structure. Smooth EIFS (tan) has been provided as an accent to the
upper half of the gymnasium portion of the building.
The proposed building materials meet the requirements of Section 3 Subd. 4.B of the
ordinance and complement the materials and colors of the adjacent middle school.
Phasing: The school has indicated that no future expansion of the school is anticipated.
Parking: The standards for calculating the off - street parking requirements for
elementary schools are outlined in Section 3, Subdivision 5 of the Ordinance. As
calculated below, a total of 147 off - street parking stalls are required of the proposed
school.
With a total of 173 stalls being provided on site, the minimum off - street parking supply
requirements of the Ordinance have been satisfied.
Code Requirement
Required Spaces
34 classrooms
1 space per classroom
34
750 students
1 space for every 300 students
3
110 employees
1 space for each employee
110
No auditorium seats
1 space for every 4 auditorium seats
0
Total
147
With a total of 173 stalls being provided on site, the minimum off - street parking supply
requirements of the Ordinance have been satisfied.
