• <br />• <br />Greenway: The draft Comprehensive Plan identifies areas for greenways. The intent of the <br />greenway designation is to protect environmentally sensitive areas. This was previously part of <br />the original application for this area. However, because the area outside of the current MUSA is <br />not being platted for development at this time the greenway area is not specifically addressed but <br />could be required in the future. <br />Lot Sizes and Layout: The R -1 District minimum lot size is 10,800 square feet of upland. All <br />lots meet or exceed this provision with an average lot size of 17,551.4 square feet of upland. <br />The minimum lot width is 80 feet at the 30 -foot front yard setback. All lots meet this <br />requirement. The minimum lot depth is 135 feet. All of the lots meet or exceed this provision. <br />Grading: Fill is proposed on the site to create the house pad areas and roadways. The grading <br />plan submitted anticipates grading the site for future use_ The grading plan is subject to the <br />review and approval of the City Engineer. <br />Existing Structures: All existing structures shall be removed from the site. <br />Transportation: Access to the property is proposed from Old Birch Street. This requires right - <br />of -way acquisition from an adjacent parcel, which has been accomplished. A roadway <br />connection is also proposed to Killdeer Drive. This right -of -way acquisition has been <br />completed. Access and road connections have been an issue during discussions regarding the <br />application. Staff has previously stated that neighborhood connections and multiple accesses are <br />desirable and that Birch Street can accommodate traffic from this project. Additionally, the <br />Police Department has reviewed the plat and they are recommending that both accesses be <br />provided (please see attached memo). <br />Utilities: Water and sanitary sewer are both proposed to be looped through the property along <br />the proposed roadway alignments from Old Birch to Killdeer. A feasibility study has been <br />completed and the results of the study will be incorporated into the construction plans for the <br />development. <br />Parks and Trails: There is a trail corridor proposed on Lots 18 and 19 Block 1 to provide <br />access to the trail corridor platted in the Oaks of Lino. There is no parkland dedication proposed <br />with the plat. All of the dedication will be cash in lieu of land. The amount to be paid will be <br />based upon the rates in effect at the time of final plat. <br />Wetlands: There are approximately 15 acres of wetland on the entire property. Some fill is <br />proposed to accommodate roadway construction. The proposal is to mitigate the fill adjacent to <br />other wetland areas. The wetland delineation and proposed fill are subject to the review and <br />permitting of Rice Creek Watershed District, which oversees the Wetland Conservation Act <br />(WCA). It is the City staff's policy to require preliminary approval (tabled with approval for <br />administration action or TWAFAA) from Rice Creek before the City staff recommends <br />by the Planning and Zoning Board.
