Planning & Zoning Board <br />December 13, 2006 <br />Page 6 <br />• <br />Mr. Laden asked if any of the traffic issues address the Comprehensive Plan Amendment <br />proposed this evening. Staff proposed to strike the big box statement in the plan. <br />Mr. Tralle called a ten - minute recess at 8:10 p.m. <br />Mr. Tralle called the meeting to reconvene at 8:20 p.m. <br />Mr. Tralle opened the Public Hearing at 8:20 p.m. and pointed out that public hearing <br />guidelines will be followed as listed on the agenda. <br />Mr. Peter Coyle, attorney with Larkin Hoffman, on behalf of Core Development group <br />stated that as of today Core Development submitted an application package as a mixed <br />use project, including grocery and senior residential. He complimented staff for <br />providing a framework for discussion. (Mr. Rafferty arrived at 8:22 p.m.) Mr. Coyle <br />expressed that he does not agree with staff on every issue of this project. He disagrees <br />with the proposed primary access location on Hodgson Road. He said they think it can <br />be done in a safe manor and a signal will be required. He requested the assistance of the <br />city for better opportunities to occur. He stated that the application submitted addressed <br />utility solutions and the start of a transportation solution. <br />Mr. Alan Klugman, Westwood Professional Services, stated that, for the record, he <br />commends the study and the principles involved, but looks at the planning study with <br />concerns that the study favors one side of Hodgson Road over the other. He said they <br />have reviewed the planning studies to this date, stayed current with the city's analysis and <br />requested to look at the newest traffic study results. He greatly supports a signalized <br />intersection, but knows that it won't go in right away. He wondered what would happen <br />between now and 2014. He has reviewed TKDA traffic studies and determined that 70% <br />of traffic is going to the south and that only 30% is going to the north. He said most <br />critical is a left turn out of developments. He stated they don't agree that better massing <br />of traffic is to the east side. <br />Greg Ganyo, owner of insurance office on the 2nd lot north of County Rd J/Hodgon Road, <br />speaking as a friend, neighbor, fellow business owner, stated that piece meal creates a <br />detriment to existing property owners and businesses. He said he is not afraid of <br />development and wants to see city prosper, but in a fair and equitable manner. He noted <br />that they are the current infrastructure and would like to see not just piece by piece but <br />have a good plan and use the major players to encourage development. His concern is <br />that they should be sure to keep existing businesses in site. <br />Bill Olson, Woodridge Lane, stated concern about a big box on the west side. He said <br />that he attended the meeting of Core Development and stated that a number of neighbors <br />are opposed to a Cub being developed on the west side. He said that the Woodridge <br />neighborhood was there first and would be disappointed in a Cub foods going in. <br />Mr. Mike Black, Royal Oaks Realty, present on behalf of Brunn Brothers, expressed <br />interest in developing on the corner of Ware Road and County Rd J.
