• <br />Planning & Zoning Board <br />December 13, 2006 <br />Page 7 <br />complimented staff but also had issues with policies. He stated that Brunn Brothers <br />bought 10 acres on the northwest corner of Ware Road and County Road J. He said the <br />property is guided for residential, is not in the MUSA, and is in the stage one growth <br />area. He said he is primarily concerned with the master plan intersection and future <br />development of the 10 acres. He showed plans that they believe would work on their <br />property. <br />Mr. Steve Thompson, 815 Ash Street, stated that the road is maintained by Ramsey <br />County and this plan needs to be worked out between all stakeholders involved. He said <br />that Ramsey County and Shoreview should be involved and it should be a joint project <br />between residents and landowners. He stated this project shows a lack of cooperation. <br />He stated that what he is hearing is that this area needs to be cleaned up and that there is a <br />good consensus of that. He said landowners there are not expressing interest in selling on <br />the east side of Hodgson Road, and that this plan effectively ties up the ability for them to <br />improve their properties. He commented the there is no text in the document describing <br />stages or buildings, but refers to them. He is concerned about the city marching forward <br />with the city's budget and not involving neighboring counties. <br />Connie Grundhofer, 235 Linda Avenue, asked about the proposed lanes for CSAH 49, <br />stating she has seen multiple proposals. She also asked what a highly enhanced buffer <br />zone means. <br />• Mr. Rafferty made a MOTION to close the Public Hearing at 8:50 p.m. Motion was <br />• <br />seconded by Mr. Nelson. Motion passed 5 -0. <br />Mr. Tralle and city staff answered questions posed by speakers during the public hearing. <br />Ms. Krall explained that Hodgson Road is proposed to include two through lanes and two <br />turn lanes (right and left) at the intersection, adding that the northbound lanes will be <br />determined. She added that County Road J will be determined between the two counties. <br />She said that if development does occur they will need signals and turn lanes. She stated <br />they are not attempting to determine what will be needed to the south of County Road J, <br />as it is not necessary at this level for this master plan. <br />Mr. Smyser stated that access points would be established. He stated they need to make <br />sure road locations are equally fair to everybody and will plan for both sides of the road. <br />Mr. Smyser stated that the planning objectives state that there are certain things <br />established right where they are shown. <br />Mr. Smyser stated that they have worked with all of the neighboring cities and counties in <br />a collaborative effort to get answers and make determinations. He said they are not at the <br />level where they need to determine specific dimensions, and they could add a statement <br />that they are not establishing the locations and specifics of any shown medians. He <br />added that there is a statement in the plan saying that specific building details are not yet <br />established. <br />Ms. Krall reiterated that all existing businesses could function within the proposed plan, <br />but right -of -way acquisition could affect parking. <br />DRAFT MINUTES <br />
