A <br />STAFF ORIGINATOR: Jeff Smyser <br />P & Z MEETING DATE: February 14, 2007 <br />TOPIC: Comprehensive Plan Advisory Panel and <br />Planning Process <br />BACKGROUND <br />The large scale planning process has reached the point where it is time to move into the <br />next phase. The City conducted a citizen survey in 2005. Our Resource Management <br />Plan is being prepared by the Rice Creek Watershed District. A citizen committee <br />prepared 2030 Visioning Plan and presented it to the City Council. With the completion <br />of the Spotlight on 2030 Community Visioning Process the City is preparing to <br />commence with the 2008 Comprehensive Plan update. The process will commence in <br />March and result in the completion of a draft plan by May of 2008. Following a required <br />6 month adjacent jurisdiction review period, the new Comprehensive Plan would be <br />submitted for Metropolitan Council review in November of 2008. <br />A core component of the public participation process is the establishment of a <br />Comprehensive Plan Advisory Panel. The 30- member advisory panel will consist of: <br />• all members of the Planning & Zoning Board <br />• three members from each of the other advisory boards (total nine) <br />(Environmental Board, Park Board, Economic Development Advisory Committee) <br />• nine members of the Visioning Committee <br />• five members at large, appointed by the City Council <br />The advisory panel will meet on the third Wednesday of each month, with some <br />additional meetings as needed. The advisory panel will be supplemented by our <br />consultant team (DSU, Inc. will facilitate the process) and the technical review <br />committee, consisting of City staff and representation from other govemmental agencies <br />as necessary. The first advisory panel meeting is proposed for March 21St <br />The entire process is broken down into 6 phases as follows: <br />Phase 1 <br />Phase 2 <br />Phase 3 <br />Phase 4 <br />Phase 5 <br />Phase 6 <br />Information Gathering and Project Initiation <br />Goals & Policies <br />Alternatives Analysis <br />Draft Plan Preparation <br />Agency and Adjacent Jurisdiction Review <br />Metropolitan Council Review and City Adoption of Final Plan <br />
