Draft Master Planning Study, Dec. 8. 2006, p. 31 <br />Although the draft Master Plan has not been adopted, it reflects many of the goals of the <br />community and also the proposed CORE development. Contained within the December 8, 2006 <br />Draft Master Planning Study for Hodgson Road and County Road are specific elements. The <br />following are of particular importance to the Comforts of Home / CORE development proposal. <br />1. Specific instruction that there is to be one full access on Hodgson Road; that the City <br />desires to eliminate all other access points. <br />a. CORE notes: The exact location of the full access ought to be consistent with <br />engineering analysis and address the needs of the neighborhood, the Site, the <br />Study Area, the City and the County. A limited number of right in / right out <br />access points are appropriate for a properly developed area. CORE will work <br />with all the parties involved to establish the most reasonable location for this <br />access. <br />2. Internal circulation routes are to be created within the development areas — motorized and <br />pedestrian. <br />a. CORE notes: This is central to CORE's proposal. The current Site Plan design <br />shows excellent circulation through the Site supporting the residential and <br />commercial uses and includes the potential for circulation to be enhanced with the <br />redevelopment of the southerly properties, including pedestrian ways within the <br />Site. <br />3. Development will be limited so as to preserve capacity so that other sites can develop <br />without creating a need for a signal at the new access. <br />a. CORE notes: Traffic analysis shows that regardless which site develops first, by <br />the time the Study Area is fully developed, it is highly likely a signal will be <br />warranted. CORE strongly urges that this be planned for, even if it is not <br />warranted on "day one" opening of the first development. <br />4. Trail connectivity and pedestrian access along Hodgson Road are essential <br />a. CORE notes: The Comforts of Home / CORE development proposal establishes <br />trail connectivity through the residential components and provides linkages to the <br />commercial uses and Hodgson Road. This is consistent with the Draft Master <br />Planning Study and the City's overall parks and trails plan. <br />• 5. Greenspace buffering is an important design element for new development bordering <br />existing neighborhoods <br />
