• <br />• <br />• <br />Moon Marsh <br />page 9 <br />The Natural Resource Conservation Areas are uplands with features that have high <br />ecological value. These areas should be examined for the potential for protection. The <br />rare plant survey found no rare species in the uplands on the site, and most of these areas <br />have been disturbed by past use. <br />Park dedication will be cash in the amount of $2075 for each of the three new lots, for a <br />total of $6225. <br />ENVIRONMENTAL BOARD ACTION <br />The Environmental Board reviewed the project on June 27th. Their comments are <br />attached. Overall, the Environmental Board was positive about the project. <br />OPTIONS <br />1. Open public hearing, take comment, continue public hearing to August 8th. <br />2. Recommend approval of application. <br />3. Recommend denial of application. <br />RECOMMENDATION <br />Option 1: continue public hearing to allow for submittal of additional information. <br />Outstanding issues include: <br />• Function of infiltration basins relative to groundwater elevation. <br />• Runoff rates and volume based on function of infiltration basins. <br />• Low floor elevations relative to ground water elevation, and grading plan revisions. <br />• Minimum flow for community sewage absorption system. <br />• Location of house pads relative to easements and other features. <br />• Other issues raised by engineering review. <br />The following conditions of approval should apply when the project is approved: <br />1. The onsite sewage treatment system shall comply with all requirements of MN Rules <br />7080 and all other applicable laws. <br />2. A monitoring and maintenance plan for the community sewage treatment system <br />must be prepared and submitted to the City before site work commences or prior to <br />
