Main Street Village, Preliminary Plat, Site Plan, Utility Plan, Grading Plan, and Details, by Pioneer <br />Engineering, submitted July 10, 2007. <br />Significant issues with the project to be addressed prior to Preliminary Plat approval. <br />1. Some the assumptions for reduction of trips on page 6 of the report I do not agree with. The reductions <br />seem too high. The report should be revised to show more realistic trip reduction assumptions. <br />2. The entrance north of the Bank will initially operate at a level of service B. It is unknown how long <br />before Phase II would construct a new intersection south of the Bank; therefore, the level of service at the <br />north intersection will gradually decrease over time. A limit to the length of time this north intersection <br />can remain full access should be incorporated into the development agreement. <br />3. The future access road runs through the wetland. This impact needs to be minimized as much as <br />possible. A mitigation plan is included in the submittal, and should be reviewed and approved before <br />Phase I can proceed. The City may wish to require that the wetland filling and mitigation occur as part of <br />the Phase I improvements, so that future rule changes do not affect the Developer's ability to construct <br />this intersection. <br />4. Soil information is required for the future access road to Otter Lake Road. <br />5. See attached drainage review, dated July 17, 2007. <br />Items to be addressed prior to final approval: <br />1. Regional ponding was done for some of the Phase I area. We will need to review the computations to <br />insure that the drainage system is sized to handle this development. <br />2. Trunk sewer and watermain within the development will be public. Easements will be required over <br />these utilities. There is a fire loop around the buildings and the hydrants appear to be spaced <br />110 appropriately. <br />3. A 15 foot wide trail easement is required on the west side of Otter Lake Road.
