• <br />• <br />• <br />(vi) Prior to convening a pre - application meeting the applicant <br />must review specific strategies such as wetland stormwater <br />susceptibility and corridor connections identified in the RMP for <br />each affected RMU <br />(vii) Coordinate WPC establishment with existing adjacent WPC's <br />At the pre - application meeting, the applicant will provide documentation <br />sufficient to assess project alternatives at a concept level and such other <br />information as the District specifically requests. <br />(b) On receipt of a complete application as described in Section 10, the <br />District will review and act on the application in accordance with its <br />procedural rules and in accordance with Wetland Conservation Act <br />procedures. <br />(c) Replacement plan, exemption, no -loss and boundary decisions under <br />this Rule will be subject to appeal in accordance with the terms and <br />procedures of the Wetland Conservation Act. Other elements of a District <br />permit decision will be subject to appeal in accordance with the terms <br />and procedures of Minnesota Statutes Chapter 103D. The TEP shall be <br />consulted with for decisions related to replacement plans, exemptions, <br />no -loss, wetland boundaries and determination of the WPC. Permit <br />decisions will be made by the Board except as delegated to the <br />Administrator by written resolution. <br />(d) On request, District staff will provide to an applicant a draft Engineer's <br />Report regarding status of application completeness and review. <br />RCWD Proposed Rule RMP -3 9 <br />October 8, 2008 <br />
