Collectors, Urban Principal Arterials, Urban Minor Arterials, Rural <br />Minor Collectors and Urban Collectors. <br />(ii) Stormwater quality and infiltration requirements of Rule C, <br />subsection 5(f), apply in place of subsections 8(b) and (c) of this <br />Rule. <br />4. APPLICATION REVIEW. <br />(a) Pre - application Review: In cases where wetland fill, excavation or <br />draining, wholly or partly, is contemplated, the applicant is encouraged to <br />submit a preliminary concept plan for review with District staff, Technical <br />Evaluation Panel (TEP) and City of Lino Lakes before submitting a formal <br />application. The following information will be examined during pre - <br />application review: <br />(i) Sequencing (in accordance with State Wetland Conservation Act <br />and Federal Clean Water Act requirements, reducing the size, <br />scope or density of the proposed action, and changing the type of <br />project action to avoid and minimize wetland impacts); <br />(ii) Wetland Assessment; <br />(iii) Applying Better Site Design principles as defined in Section 2a; <br />(iv) Integrating into the wetland buffer zone compatible uses such <br />as pervious trails, volume credit activities, and Best Management <br />Practices (BMPs) described in Section 8 of this Rule. <br />(v) Exploring development code flexibility, including conditional <br />use permits, planned unit development, variances and code <br />revisions; and <br />RCWD Proposed Rule RMP -3 8 <br />October 8, 2008 <br />• <br />• <br />
