• <br />• <br />RCWD Permit Number 09 -048 <br />have either a sod or vegetated strip around the perimeter of the basin that will serve as <br />pretreatment and the submitted hydrologic calculations show that the 2.3 -inch rainfall event will <br />drawdown within 48 hours. <br />A RCWD Better Site Design worksheet has been provided by the applicant addressing the <br />techniques of Better Site Design complying with RMP -3 8(b). <br />The applicant has provided rate control analysis for the existing and proposed conditions. The <br />submitted hydrologic modeling provides verification of compliance with Rule C.6. <br />3. Wetlands — The proposed project does not impact any wetlands. The wetlands of the site were <br />delineated and approved under the previous project RCWD File # 03 -073. RCWD staff find the <br />original delineation represents the wetlands of the site. The parcel is located in the landscape <br />level Wetland Preservation Corridor and was further delineated at the site level. The applicant <br />must record a declaration establishing the vegetated buffer and final Wetland Preservation <br />Corridor and other wetland buffer and upland habitat as a part of a permit. The applicant must <br />provide a vegetation management plan for District approval of the buffer area. <br />4. Floodplain — The proposed project does not impact the regulatory floodplain. <br />5. Erosion Control — The project proposes 3 methods of erosion and sediment control. They include <br />silt fence, routine street sweeping, and rock construction entrance. These methods comply with <br />RCWD standards. An NPDES Permit is required due to the disturbance of greater than 1 acre of <br />land. As noted in the Recommendations Section, the applicant must identify the use of inlet <br />protection on the plans. <br />6. Documenting Easements and Maintenance Obligations — Applicant needs to provide drainage <br />and flowage easements, draft maintenance declaration, and receipt showing recordation once <br />approved. <br />7. Previous Permit Information — Permit 03 -073 approved the existing site development. The permit <br />approved the stormwater treatment. An Environmental Assessment Worksheet (EAW) was done <br />at that time and included the current expansion proposal in the initial plans found in the EAW. <br />The permit also involved the realignment of Anoka County Ditch 72 Branch 1. An easement was <br />provided over the realigned section of the ditch.
