•
•
•
Natural Heritage ranking of C or better or reestablishment of Native
Prairie, woodlands or forest. Because the area meets these
requirements, 0.85 inches of depth over the area will be given to meeting
the 0.5 inch volume requirement when using the restored upland area.
The results are the need for a 1.5 acre upland conservation area to meet
the RMP -3 requirements. The Applicant will than convey the 1.05 acres
to conservation to meet the RMP -3( c )b requirement..
According to the Findings of the RCWD, the applicant proposes to treat
the runoff for the new impervious area created by two new bio- filtration
basins adjacent to the new parking area. See (Attachment 6). The two
new bio- filtration basins were designed to treat the volume from a 2.3-
inch rainfall meeting the requirements of RMP -3 b (i).
Also, rules C.8(a)(1) and C.8(a)(2) require pretreatment and limit the
drawdown time for infiltration basins respectively. The applicant is
proposing bio- filtration as the form of treatment and is not required to
follow the design requirements in rule C.8(a). The bio- filtration basins
will have either sod or a vegetated strip around the perimeter of the
basin that will serve as pretreatment and the submitted hydrologic
calculations show that the 2.3 -inch storm event will drawdown within 48
hours.
The applicant will follow the RCWD Better Site Design worksheet to
comply with rule RMP -3 8(b) techniques of better site design
requirements.
Rate control compliance has been verified and in compliance with rule
C.6.
Wetlands -- The proposed project does not impact any wetlands. The
parcel is located in the landscape level Wetland Preservation Corridor.
The applicant must according to the CAPROC, record a declaration
establishing the vegetated buffer and upland habitat as part of the
permit. The applicant must also submit a management plan for the
vegetated buffer and must be approved by the Watershed district
approval.
Floodplain -- There are no floodplain impacts.
National Heritage Issues —There are no National Heritage (threatened
and endangered) issues of concern on this site.
Erosion Control —An acceptable erosion control plan has been
submitted. An NPDES permit must be obtained for this project. The
erosion control plan, permits and inspection reports must be located on
