• <br />• <br />Agenda Item 5A <br />Environmental Board Meeting Date: August 26, 2009 <br />Topic: Conditional Use Permit/7868 Lake Drive (VFW Building) <br />Background: The Environmental Board review of the VFW site proposal was <br />done at the October 2003 Environmental Board Meeting. Recommendations <br />from that review are included as Attachment 7. In addition to these <br />recommendations, the report also stated: <br />• Actual Parking stalls were 89. <br />• All sod areas should be designed with irrigation systems. <br />• Landscape Plan in 2003 was lacking detail <br />• Larger Shade trees should be planted on the South lot lines to <br />screen flag pole lighting from adjacent residence. <br />The original owners (VFW) fell into bankruptcy and the building has been vacant <br />for 6 years. North Springs Church made application in August 2009, to occupy <br />the building under a conditional use permit. <br />Analysis: <br />Surface Water <br />There is no information at this time on the RCWD recommendations that <br />may have been made in 2003. RCWD is researching this issue. The <br />site is over 2 acres in size so the threshold for review by RCWD should <br />have been met and a review done under the old rules. <br />A half - finished infiltration pond is located on the road right of way. In <br />2003, there was a question of whether the infiltration pond would be <br />allowed in the ROW. Engineering now has a letter from Anoka County <br />authorizing the use of the ROW for this purpose. Erosion and <br />sedimentation has caused the infiltration pond to fill in with the overflow <br />pipe half buried. The infiltration pond will have to be re- graded. <br />The Environmental Board recommended in 2003 that if additional <br />parking were needed that pervious parking be installed. The number of <br />needed parking stalls may go into a higher number because of different <br />use of the building. Because of possible increase in parking needs, it is <br />recommended that the church look at pervious parking on the remaining <br />parking lot areas that need to be paved.
