• <br />• <br />• <br />Agenda Item 5C <br />Staff Originator: Marty Asleson <br />Environmental Board <br />Meeting Date: December 16, 2009 <br />Topic: Rice Lake Subwatershed Study Findings <br />BACKGROUND: <br />The Rice Creek Watershed District/City of Lino Lakes Resource Management <br />Plan (RMP -3) recommendations for Rice Lake are described on page 29 of the <br />PIan.The Plan describes the opportunity to retrofit the north side of the Rice Lake <br />subwatershed district to improve surface water runoff into sensitive wetlands on <br />the north side of Lake Drive known as RLA -021. An outline and discussion of a <br />proposed retrofit project in the RLA -021 was presented at the February 25th <br />2009 Environmental Board Meeting. The project outline and Environmental <br />Board discussion are found in the Minutes of the Board Meeting in Attachment 1. <br />DISCUSSION ITEMS <br />The study completed completes the first phase or assessment phase of the <br />project. There are two more phases. The second phase would be the promote <br />and educate phase. The third phase is the installation phase. Nate Zwonitzer <br />from the Anoka Conservation District and Doug Thomas Rice Creek Watershed <br />District Administrator will be at the meeting to present the findings of Phase 1. <br />RECOMMENDATION: <br />Staff would recommend going on to Phase 2 <br />ATTACHMENTS: <br />1.
