• <br />Item 5C <br />Introduction To The Rice Lake Subwatershed Study <br />Minutes From the February 25th 2009 <br />Environmental Board Meeting <br />The Rice Creek Watershed and Anoka Conservation District Introduced the Rice Lake <br />Subwatershed study at the February 25th, 2009 Environmental Board. I believe we are <br />through step 4 of this study and the findings were presented to the December 9th RCWD <br />Board. Rice Creek Watershed District and Anoka Conservation District are here tonight <br />to discuss the findings of the study. <br />Mr. Nate Zwonitzer from Anoka County Conservation District gave a presentation to the <br />Environmental Board members on the Rice Lake Stormwater Retrofit Proposal. <br />Retrofit Goals consist of: Reducing the volume and pollutant load entering water body of <br />concern. Identify pollutant "hot- spots" within subwatershed: Prioritize neighborhoods <br />and project sites to maximize treatment per dollar spent and to install retrofit projects. <br />Ms. O'Dea questioned why we want to reduce water. Mr. Zwonitzer stated when you <br />introduce impervious surfaces through new developments, we want to change the way <br />the water travels, not reduce it. <br />• Step 1: Retrofit Scoping = Screen for retrofit potential, define retrofitting objectives and <br />identify preferred treatment options. <br />• <br />Step 2: Desktop Retrofit Analysis = Gather maps of stormwater practices, <br />conduct desktop search for retrofit sites and Prepare base maps. <br />Step 3: Retrofit Reconnaissance Investigation = Verify stormwater mapping and <br />Investigate Feasibility of Retrofit Sites. <br />Step 4: Retrofit Evaluation and Ranking = Compute volume and pollutant <br />reductions, compare results with restoration objectives and rank retrofit projects <br />according to effectiveness and cost. <br />Step 5: Subwatershed Treatment Analysis = (Evaluation and Ranking) Conduct <br />neighborhood consultations, develop retrofit screening criteria and create retrofit project <br />priority list. <br />Step 6: Finalize Designs = Obtain landowner approval, conduct bidding for construction <br />and assemble design packages. <br />Step 7: Construction: Oversee BMP Installation. Conduct pre- construction <br />meetings and Inspect construction progress. <br />Attachment 1 <br />
