• Agenda Item 5A <br />• <br />Staff Originator: Marty Asleson <br />Environmental Board Meeting Date: March 30, 2011 <br />Topic: Motor Fuel Station, 7997 Lake Drive /Environmental Review /Conditional <br />Use Permit Amendment. <br />Background: <br />The site is located in the SW corner of Lake Drive and Main Street. The site had <br />a gas station /convenience store for many years and was shut down in 2009. At <br />that time the gas station fuel tanks were removed. According to the Lino Lakes <br />Planning and Zoning Report Dated March 9, 2011 the property owner wants to <br />install a new canopy with gas pumps and fuel tanks. The new location of the <br />canopy and pumps can be seen on Attachment C3 and C2. Reconstruction of <br />the site will increase impervious. <br />Analysis: <br />The Conditional Use Permit for this site allows the gas station to continue on this <br />site as it previously operated as such. The Conditional Use amendment would <br />allow the expansion of the number of fuel pumps and a larger canopy. The <br />following issues are of environmental concern: <br />Lighting <br />All canopy lighting should be flush mounted, fixtures recessed and downward <br />focused. The proposed light fixture is displayed in Attachment 5. The lights <br />meet our code standards. Any new building fixtures should meet similar <br />requirements as the canopy lights. . Lighting should be turned off during times <br />of store closure. The site proposed Photometric shows zero lumens at the <br />property line. This also meets our city code. <br />Pump Islands <br />Pump islands must have an approved designed catchment for contaminants to <br />prevent illicit discharge.. Structural Plans should meet the minimum requirements <br />of the City Zoning Ordinance. A plan must be submitted for periodic inspection <br />and maintenance of oil and grit containment structures. There should be a <br />cleanup plan for accidental spills. All spills must be reported to the Minnesota <br />Duty Officer of the Minnesota Division of Homeland Security, and the City of Lino <br />Lakes. <br />
