ENVIRONMENTAL BOARD MEETING March 30, 2011 <br />Mr. Asleson presented his staff report on the proposed Motor Fuel Station at 7997 <br />Lake Drive. The site had a gas station/convenience store until it was shut down in <br />2009 at which time the fuel tanks were removed. The owner would like to install <br />a new canopy with gas pumps and fuel tanks. Reconstruction of this site will <br />increase the impervious surface. <br />The Conditional Use Permit (CUP) for this site allows the gas station to continue <br />on this site as it previously operated. The CUP would allow expansion of the <br />number of fuel pumps and a larger canopy. <br />Mr. Asleson stated we need to investigate the unused well on the property. <br />Ms. O'Dea would like shrubbery added on corner of the site. <br />Ms. Klaman recommends River Birch instead of the Japanese Tree Lilac. <br />Ms. Klaman states consider adding raingarden on west side of building to capture <br />roof water. <br />Ms. Klebba questioned the well. Mr. Asleson stated if they want to use fine, if <br />they are not going to use, would like them to fill the well. Huge study going on <br />now in Anoka County in regards to ground water. Wells are a huge consideration. <br />Mr. Asleson will ask the developer /owner to do this. <br />Mr. Asleson stated to add the following recommendations: <br />Lighting. The lights meet our code standards. Lighting should be turned off <br />during times of store closure. The site proposed photometric shows zero lumens <br />at the property line. This also meets our city code. <br />Pump Island: Pump Island must have an approved designed catchment for <br />contaminants to prevent illicit discharge stated Mr. Asleson. <br />Stormwater Pollution Prevention and Storm Water Attenuation <br />For any project site disturbance determines the level of stormwater management. <br />This project will create 3,572 SF of new impervious and disturb 10,629 SF. The <br />RMP is not applicable at this level of activity. <br />Landscaping: Per Mr. Asleson's staff report. <br />Natural Resources: There are no unique communities within 1500 feet of this <br />site. There are no modeled geomorphic features that would support threatened <br />and endangered species on this site or anywhere near this site. <br />DRAFT MINUTES 2 <br />• <br />• <br />• <br />
