PAYMENT TERMS <br />a) Recycling Fees <br />As indicated in Contractor's proposal, the monthly fee per household for single - <br />family is $2.39 and the monthly fee per household for multi- family (5 units or <br />more) is $1.79 beginning April 1, 2011. <br />b) Compensation for Services Based on a Fee per Household <br />The City agrees to pay Contractor for recycling Collection services provided to the <br />City as described in Contractor's proposal, and made part of this executed <br />Contract, based on 4,650 single - family household units and 2,650 multi - family <br />household units, as indicated in the RFP and certified by the City. By February 1" <br />and August 1" of each year of this Contract, the City will review the number of <br />certified single - family and multi - family households and notify Contractor of any <br />changes. <br />Contractor shall submit itemized bills for recycling Collection services provided to <br />the City on a monthly basis. City shall make payment of invoices within thirty (30) <br />days following receipt of an invoice. <br />Contractor shall submit two copies of the monthly documentation and reports. <br />One copy shall be sent to the City Utilities Department along with the monthly <br />invoice, and one copy shall be sent to the City Recycling Coordinator. <br />c) Consumer Price Index <br />Contractor may increase recycling service Collection fees based on an increase in <br />the All Urban Consumers 'Garbage and Trash Collection' Consumer Price Index <br />from the Bureau of Labor and Statistics website http: / /www.bls.gov /cpilhome, by <br />no greater than 3% of current recycling fees. <br />If the CPI for the previous calendar year is negative, the price per household <br />would remain unchanged for the subsequent year. The service rate may be <br />adjusted once per year beginning on April 1, 2012, and each 1St of April <br />thereafter, only if the City is notified in writing by February 1" of those years, <br />using this index for a calendar year from November to November. The <br />November year- over -year increase or decrease in the CPI for this category will be <br />used as the percentage multiplier to determine the increase or decrease in the <br />rate.
