Woolan's Park Wetland Bank Part B: Appendix 4 <br />Critical Connections Ecological Services, Inc. <br />January, 17th 2012 <br />Medium Quality Plant Community: <br />Page 7 of 8 <br />Invasive herbaceous species listed above cumulatively comprise 20 to 50 percent cover; and /or <br />non - native buckthorns comprise 10 to 30 percent cover within the plant community. <br />Implementation of the proposed vegetation- restoration plan should achieve the above <br />mentioned vegetation performance standards by Year 3 (medium quality) and Year 5 (high <br />quality) for all restored plant communities prescribed within the Woolan's Park wetland <br />banking area. <br />Annual Monitoring Report <br />As per the annual monitoring and reporting requirements set forth in Minnesota Rules <br />8420.0750, Subpart 2, annual monitoring data and results will be presented to the LGU (Rice <br />Creek Watershed District), the Minnesota Board' of Water and Soil Resources (BWSR), and the <br />United States Army Corps of Engineers (USACOE) in the form of an annual monitoring report. <br />The City of Lino Lakes (and their consultants) will prepare the report at the end of each growing <br />season, and submit the report to the LGU, BWSR, and USACOE in December of each year, for up <br />to five (5) years following the establishment of the we tland banking site Each annual <br />monitoring report will include the following; information: <br />• A comparison of the as -built project plan versus the plan approved with the application <br />III(first annual report only) and rational for any significant changes; <br />• A description of the project location,'" size, and current wetland types (Cowardin <br />classification) compared to planned and /or anticipated wetland types(s); <br />• Hydrology measurements: seasonal water level elevations or aerial coverage <br />measurements during the period of April through October; <br />• A map of plant communities within the boundaries of the banking site, including <br />hydrologic indicators observed, including the presence and abundance of invasive <br />species within the restored and preserved plant communities of the wetland banking <br />site; <br />• A description of actual wetland and upland management activities completed during the <br />past year and activities planned for the upcoming year. This will include changes to the <br />original restoration and management plan that may arise due to the adaptive <br />management approach specified in the Woolan's Park Vegetation Establishment and <br />Management Plan (see Appendix 2 of the Woolan's Park Wetland Banking Application - <br />Part B); <br />• Color photographs of the project area taken anytime during the growing season from <br />fixed photographic reference points; and, <br />• <br />
