Agenda Item 5A <br />• <br />Environmental Board Meeting Date: September 26, 2012 <br />Topic: Bill's Superette <br />Location: NE Corner of Lake Drive and Main Street. <br />Background: This is an environmental review of a land use request submitted on <br />September 10, 2012. The application submitted by Grant Rademacher is a request for <br />site plan approval for preliminary plat and a CUP for a gas station. The parcel is <br />classified as commercial property. <br />Analysis: <br />• Land Cover <br />Bill's Superette sits on a site that is classified as" Oak Woodland- Brushland ". <br />Scattered oaks among Box Elder and Ash are prevalent on the South and West <br />sides of the parcel. The rest of the parcel, except for qualified significant <br />Hackberry and Box elder on the East side of the property, include a mixture of <br />suckering Box elder, Raspberry, Prickly Ash, and Common Buckthorn. <br />• Rare and Unique Resources <br />There are no rare or endangered indicators on the site. NHIS data shows nothing <br />within at least 1/2 mile from this site. <br />• Wetlands <br />There are no wetlands on -the site, therefore no WACA considerations. There is a <br />RCWD catch basin holding area on the very south tip of the site. <br />• Surface Water/Ponds <br />The Rice Creek Watershed District has determined the application to be <br />incomplete. The applicant must meet the District rules C, D, and RMP -3. The <br />rule states that in addition to the BMP's required under the rule, volume control <br />measures are required reducing runoff by at least the volume from 0.5 inches of <br />rainfall over impervious surfaces. Volume reduction under this part of the rule <br />may be achieved only by measures described in the document. Those measures <br />are: Reestablishment of effectively drained wetlands and floodplain meadows, <br />upland restoration conservation, restoration of degraded wetlands, impervious <br />disconnection, soil amendments /tilling. The applicant must meet this <br />requirement. Other requirements are listed in (Attachment 2). <br />• <br />
