• <br />.40 <br />• <br />The development is required to meet both water quality and volume regulations <br />consistent with RCWD and City requirements. A watershed district permit is required <br />for development on this site. Preliminary review by our engineering firm WSB indicates <br />that the Hydrocad calculations for the site filtration/infiltration ponds are correct. <br />The plat area lies within the Clearwater Creek Resource Management Unit. Clearwater <br />Creek is impaired for biota, but flows to Peltier Lake that is impaired for Nutrients. A <br />two celled pond approach is depicted in the drawings. There are adjacent filtration areas. <br />Nutrient runoff controls are built into the RMP -3 rule for upland areas. <br />The Storm Water Pollution Prevention Plan (SWPPP) is on several detail sheets, and <br />details SWPPP at sequential levels, and is fairly site specific. One of the items that needs <br />to be addressed is the SWPPP manager; that is the person who will be performing the site <br />inspections on a weekly basis and post Y2 inch rainfall events is not indicated on the plan. <br />The City needs to have this person's name, credentials to perform stormwater /erosion <br />control inspections, and phone numbers to contact this person 24 hours per day, seven <br />days per week. We also need to have the location of a site rain gauge, and the on site <br />location of the SWPPP, inspection sheets, and follow -up correction sheets. <br />Wetlands <br />Wetland areas on the plat total 2.01 acres. No wetland impacts are proposed. Wetland <br />buffers are shown on the plan. Wetlands that are not located in a RMP3 wetland <br />preservation corridor are not subject to buffers and signing. The city rule would than <br />apply which is a 10 foot buffer. The developer is showing 25 foot buffers. <br />Lighting <br />Light spillage around the perimeter "zero's -out" on the property line. Code states it <br />should not exceed .04 lumens at the property line. Security lighting is energy efficient <br />LED. All fixtures are recessed, cut -off style to eliminate direct glare impacts. An <br />example of lighting fixtures is attached. <br />Landscape Plan <br />City Planning will verify plant numbers in relationship to zoning code requirements. <br />Planting specifications are included in the Landscape Detail Sheets. The specifications <br />are right out of MNDOT Landscape Specifications Requirements which set the industry <br />standard. <br />All of the plant materials are acceptable and appropriate for the site. The trees meet our <br />2.0 -2.5 inch in diameter size requirement. <br />
