ITEM 21 TRANSPORTATION <br />Mitigation Strategies <br />The City will: <br />21.1 Create a monitoring program that closely evaluates traffic impacts from proposed <br />developments within the AUAR area. <br />21.2 Implement traffic mitigation measures as development occurs within the AUAR <br />area. Specific mitigation measures for the three development scenarios are <br />discussed in Item 21 and depicted on Figures 21 -8, 21 -9, and 21 -10. These <br />mitigation measures improve overall traffic operations for the respective <br />development scenarios. The improvements are intended to represent the <br />minimum level of infrastructure investment that would be needed to meet <br />acceptable level of service standards. Additional roadway and non - motorized <br />improvements, beyond the minimum level, may be identified to accommodate <br />specific development needs that are identified within the AUAR area." Primary <br />improvements, regardless of land use scenario, include: <br />21.2.1. Develop frontage road system in compliance with local, county and state <br />access management guidelines to serve local and regional traffic. <br />21.2.2 Work with appropriate road authorities to reconstruct and provide <br />additional capacity for CSAH 21. <br />21.2.3 Work with appropriate road authorities to construct Northerly Bypass with <br />new interchanges at I -35W and I -35E (80th Street East) to improve traffic <br />operations and access to and within the AUAR area. As recommended by <br />FHWA and Mn/DOT, a phasing plan should be established to construct <br />each piece of the Northerly Connector as it becomes necessary to maintain <br />the serviceability of the transportation system. <br />Phase Improvement <br />1. CSAH 14, I -35W to I -35E (funded and programmed for construction) <br />2. CSAH 14, I -35E Interchange <br />3. CR 140 (80th Street )/I -35E Interchange <br />4. CSAH 14 across Peltier Lake (Northerly Bypass /Connector) <br />5. CSAH 14 /I -35W Interchange <br />As part of these improvements, the following steps should be taken as the <br />opportunity is presented: <br />• Inclusion of the northerly bypass and proposed interchanges in future <br />transportation and comprehensive plans <br />• Preservation of right of way through official mapping or other process <br />• Right of way dedication through the platting process <br />8 <br />
