• <br />• <br />PROJECT SUMMARY <br />The Hartford Group, Inc., based in Eden Prairie, Minnesota is requesting approvals to <br />allow for the development of the property consistent with the Calthorpe Master Plan and <br />Town Center Design Standards, including Phase 1 development of a 122 unit senior <br />apartment building with approximately 48,800 square feet of ground floor commercial <br />area. In total, the Legacy at Woods Edge project is proposed to allow up to 348,000 <br />square feet of office, retail, and service uses. In addition, approximately 450 multi- <br />family residential units are proposed for the development. The residential units provide a <br />variety of housing options and include townhomes, work -force or income - qualifying <br />rental housing, senior housing and for -sale condominiums. <br />The Hartford Group as obtained purchase agreements with both the City owned land as <br />well as the northern 29 acres of the site, which is privately owned. <br />Design & Development Standards <br />The Design and Development Standards are proposed as the regulating zoning standards <br />for the Legacy at Woods Edge development. The standards establish the use, site layout, <br />site amenity and architectural control guidelines for the Planned Unit Development. <br />The Development Standards were prepared by Calthorpe Associates as part of the <br />"Village" Master Plan process completed in 2000. Included within the Design Guidelines <br />are provisions for the establishment of parks and open space. <br />Open Space <br />Three types of Open Spaces are proposed within the Woods Edge development. These <br />spaces provide recreation and relaxation space and functions as natural edges to the <br />development. In addition to on -site open space, the site provides unparalleled <br />opportunities for recreation due to its proximity to the Rice Creek Chain of Lakes <br />Regional Park, located immediately to the east and south. The project will provide <br />pedestrian/bicycle trail links into the regional park system. <br />Accessible Commons <br />The residential district must provide a minimum acreage of Accessible Commons equal <br />to 10 percent of the District land area. Located within the center of the townhome area <br />the commons is a neighborhood- oriented open space intended to provide limited <br />recreation and gathering areas. <br />City Parks & Plazas <br />An approximately one acre community green is provided for in the heart of the <br />development.
