• CENTENWIp`
•
\ • •.¢
Date: 3/16/04
To: Rick DeGardner — Public Services Director
Berry Bernstein — Recreation Program Supervisor
From: David Knoll — President Centennial Soccer Club
Subject: Field Use
Centennial Soccer Club
P.O. Box 475
Circle Pines, MN 55014
(763) 717 -3525
www.centennialsoccer.arc'
Y/ .
This letter is in response to Rick DeGardners letter dated October 7, 2003 request for information
(RFI) regarding the Centennial Soccer Club (CSC) field usage for 2003. According to the RFI
the Lino Lakes Park and Recreation staff will use this information to analyze:
"...the city's ability to provide practice and game facilities for all youth sports associations that have Lino
Lakes residents participating in their program. The frequency and degree of field usage is directly correlated
to the amount of the city's resources via on -going and long term maintenance."
• To restate the primary objectives set forth in the RFI the city will look to allocate fields based
upon three criteria. To paraphrase for simplicity:
1. Reserve /allocate game and practice fields to the youth sport associations in proportion to the number of
Lino Lakes participants in relation to the total number of participants.
2. Consideration of the long -term condition and quality of fields.
3. If necessary, the city staff will review the proportion of Lino Lakes participants in number one above and
if the necessity for fields to accommodate all youth sports exceeds the available amount of fields, the
city staff will allocate fields based on the number of Lino Lakes residents in each youth sports
association.
I appreciate your understanding of considerable time and effort that you recognize it took to
compile this information. I apologize that it has taken this long to provide this information to you
but we are a volunteer organization that has spent the last four months preparing for our
upcoming seasons. Unfortunately we have been unable to find a volunteer to fill the Field
Director position so this task has fallen to me and until now I have simply not had the time to
complete. Again, thank you for your patience, I hope I have provided you with all the information
you have requested.
I have attached a detail spreadsheet providing information requested in the six questions outlined
in the RFI. The data was collected from our club database, MYSA and club game schedules,
published practice schedules and survey's from coaches to ensure that we are accurately
representing the amount of games and practices that took place on fields for which Lino Lakes
• provides services maintenance services.
