The Parks, <br />Natural Open Space \Greenways and Trail System Plan envisions an additional 32 to 43 miles <br />of new trails at a cost of $4.8 million - $7.0 million. Since many proposed trails are located <br />outside of the Growth 1 and Growth 2 Stage Areas, only 25 miles of future trails are included <br />in this study. <br />PARK DEDICATION ANALYSIS <br />Staff compiled a summary of existing and planned park facilities and trails which were used to <br />establish the value of the existing parks \trail system and identify estimated costs to complete the <br />future parks and trail system. <br />Part of the park system analysis included a land use review to determine the service areas for the <br />existing parks and to identify the proportion of existing and future development that will impact <br />the system. Some of the existing parks are located in areas of the community where future <br />development will occur and as such, a proportion of the park infrastructure should be borne by <br />new development. Conversely, in fully developed areas, improvements to existing parks should <br />be fully borne by current residents within the service area of the specific park facility. The Parks <br />and Trails System Inventory indicates the percentage of each planned park service area that <br />existing and future development impact. The cost estimates for future park facility <br />improvements were divided based upon the proportion of the improvements to be made for by <br />existing development and the proportion of the improvements to be paid for by future <br />development. <br />The Parks and Trails System Inventory identifies each existing park site as well as future park <br />sites pursuant to the 2004 Parks, Natural Open Space \Greenways and Trail System Plan. The <br />name of each park including existing and future acres, facilities and values are identified. Trail <br />values were determined based upon a rate of $150,000 per mile. The existing parks and trails <br />system (through 2020) is valued at approximately $11,532,000. <br />Page 2 of 3 <br />
