• DETERMINING UNIT COSTS FOR PARK DEDICATION <br />To complete the system per the 2004 Parks, Natural Open Space \Greenways and Trail System <br />Plan (through 2020) an additional $9,516,000 of land, facilities, and trails will be needed. The <br />cost of improvements to be made by future development amounts to $6,055,750. This includes <br />the need for the City to acquire an additional 40.5 acres of land, park development, and about 25 <br />miles of trails to accommodate its future population. Based upon Metropolitan Council <br />population forecasts, it is expected that Lino Lakes will have 8,600 households by 2020. Since <br />August, 2004 data indicates Lino Lakes has 5,684 households, there will be an additional 2,916 <br />households built in Lino Lakes by 2020. Therefore, the park dedication unit cost amounts to <br />$2,077 ($6,055,750 _ 2,916 households). <br />• <br />SUMMARY <br />Case law in Minnesota Statutes provides that dedication requirements can only be applied to <br />facilities that will be impacted by the specific project. Future park dedication fees cannot be <br />utilized to improve or maintain existing park and trail systems in fully developed neighborhoods <br />unless a correlation can be made between the development and park use. The amount of <br />cash \land dedication required from new development must be proportional to the impact that the <br />project will generate on the park and trail system. <br />Therefore, staff is recommending that the park dedication fee be modified to $2,075 <br />per unit. We are also recommending that the Commercial /Industrial Park Dedication remain at <br />$2,175 per acre. <br />In addition, staff is considering various methods in which park dedication fees are automatically <br />adjusted annually based upon an inflationary factor. This would be included in the city's annual <br />fee schedule and adjusted annually. <br />Page 3 of 3 <br />
