Goal 6: Pla 1 ► cress to local open spaces and lakes. <br />• <br />DRAFT — Goals and Strategies Lino Lakes 2030 Comprehensive Plan <br />Page 7 <br />Goal 4: Ensure that local streets are maintained (or reconstructed to) an acceptable level. <br />Strategies: <br />1. Adopt, fund and steadfastly implement a Comprehensive Pavement Management Plan for <br />the maintenance and reconstruction, to an optimum level, of the city's streets in a <br />responsible and cost - effective manner. <br />2. Recognize that proper maintenance is less expensive in the long run than reconstruction <br />after a street has been allowed to degrade. Once a street has been allowed to degrade to <br />"poor ", maintenance is no longer effective, and the city's ability to reconstruct the street <br />is severely limited. <br />3. Change the City Charter, as favored by 60% of the respondents in the Quality of Life <br />Survey, so city council can plan for and fund (budget) street construction and <br />maintenance in a responsible manner. This effort should be initiated by a citizen's group <br />or task force that identifies options and advocates that the city council, the charter <br />commission, and the community support a charter change proposal on the ballot. <br />Goal S :'Reduce unnecessar\ traffic on Lino Lakes <br />Strategies: <br />1. Plan for and develop park and ride opportunities that are adjacent to our east/west <br />connectors. <br />2. Recognize, as affordable and life -cycle housing develops, the need for mass transit will <br />increase and should be planned for on our east/west connectors. <br />3. Find ways to minimize unnecessary heavy vehicle traffic such as garbage haulers. <br />4. Appreciate mass transit is not likely to be self funding, but the city can seek to influence <br />mass transit funding sources. <br />Strategies: <br />1. Determine the need and plan for: <br />a. off - street parking <br />b. trail connections and loops <br />c. access for bikers, walkers and runners <br />d. better access to lakes <br />e. improved canoe access points <br />f. canoe launch sites to be developed wherever feasible. (Example: south end of <br />Rice Lake) <br />2. Require developers to link to existing trails and extend them. City should develop more <br />and better lake access; there may be state or county programs or department grants to <br />help offset these costs. <br />
