Park Board Meeting - May 5, 2008 <br />Minutes <br />• The May 5, 2008 City of Lino Lakes Park Board meeting was called to order at <br />6:52 p.m., by Chair Lindy. Members welcomed Charles Evans, Richard Jensen, and <br />Matt Koehn to the Board. Mayor John Bergeson swore in Charles Evans, Richard <br />Jensen, and Matt Koehn. <br />Roll call was taken; members present were George Lindy, Pam Taschuk, Charles <br />Evans, Richard Jensen, Matt Koehn and Pat Huelman. Members absent was Bill <br />Kusterman. <br />Also present was Rick DeGardner, Public Services Director and Sandie Wood, Public <br />Services Office Manager. <br />APPROVAL OF MINUTES FROM JANUARY 7 and FEBRUARY 4, 2008: <br />No action taken. These minutes will be on the agenda for June. <br />SETTING AGENDA: <br />There were no changes to the agenda. <br />OPEN MIKE: <br />No one was present for open mike. <br />CLEARWATER CREEK TRAIL PROJECT UPDATE: <br />Rick said that during the 2008 Park Board goals discussion, at the January Park Board <br />meeting, there was agreement to have staff explore estimated costs to complete the <br />trail along the northern edge of Clearwater Creek from Otter Lake Road to the Hugo <br />trail system. The preliminary engineer's estimate that was provided at the Park Board <br />meeting consisting of mobilization aggregate base, ware coarse, and silt fence in the <br />total estimated amount of $21,000. He explained that a recent onsite visit has created <br />some issues that staff will explore. For example, the wetland area north of the eastern <br />portion of the proposed trail drains into Clearwater Creek. He will work with the Rice <br />Creek Watershed District to identify the number /size /locations of culverts so the flow <br />isn't interrupted. The eastern portion of the proposed trail appears to skirt possible <br />wetland areas. He will have to contact RCWD to explore options (i.e. asphalt trail vs. <br />boardwalk). Rick added that the original proposed trail alignment was placed along the <br />northern side of the pond (directly east of Otter Lake Road). It appears that locating the <br />proposed trail between the pond and Clearwater Creek is a better option from an <br />economic, environmental, and trail user experience standpoint. Rick told members that <br />this project has been in the works for several years. He added that Hugo is done and <br />priority has increased to finish this project. Staff will explore issues discussed at the <br />meeting and report back with more information for the Park Board to consider. Rick <br />told members that it is anticipated that actual construction costs will exceed the <br />preliminary estimated construction costs discussed at the January meeting. <br />NEW BUSINESS: <br />• 8a. Review 2007 -2008 Warming House Report: <br />Rick went over the memo that was included in the member's packets. He told the Park <br />Board that this was the best season since he's been working for the City of Lino Lakes. <br />1 <br />
