• <br />Park Board Meeting — November 2, 2009 <br />Minutes <br />Rick told members that the City Charter language regarding sale of property is as <br />follows: Section 12.05. Sale of Real Property. No real property of the City shall be <br />disposed of except by ordinance. The proceeds of any sale of such property shall be <br />used as far as possible to retire any outstanding indebtedness incurred by the city in the <br />purchase, construction or improvement of this or other property used for the same <br />public purpose. If there is no such outstanding indebtedness, the Council may by <br />resolution designate some other public use for the proceeds. <br />He said staff is typically cautious recommending the sale of parkland. However, in this <br />particular situation, Outlot B was not part of the City's plan for this neighborhood park. <br />Rather, it was a result of the developer deeding Outlot B to the City after the original <br />intent (selling it to the adjacent property owner) didn't materialize. Selling the <br />easternmost 6' of Outlot B will have no effect on the functionality of this park. <br />Attachment B showing the master plan of Highland Meadows Park was also included in <br />the packets. <br />The Judd's were present and told the Park Board their intent for the property and <br />answered questions. The Judd's proposed that the City sell Outlot B for $4,000. The <br />City would cover all fees and keep the rest. <br />After further discussion Bill Kusterman made a motion to sell a 10x145' strip of land to <br />the Judd's at a price of $2,000 plus $1,000 for administrative costs. The motion was <br />seconded by Charles Evans and approved. <br />NEW BUSINESS: <br />6A. Determine 2009/2010 Skating Rink Locations and Hours <br />Rick reviewed the memo that was in the members packets. Rick said the warming <br />houses would have the same hours as last year. Mr. DeGardner responded to <br />questions asked by Park Board Members about posting hours at the rinks and using <br />volunteers instead of paid staff. He said the hours are posted at the rinks and <br />volunteers are not as dependable as paid staff. He went on to say that in the past an <br />organization has helped with cleaning and flooding. Brian is waiting to hear from them <br />to see if they are interested in helping out again this year. <br />6b. Adopt 2010 Park Board Meeting Schedule <br />Staff recommended the following 2010 Park Board meeting dates. Please note the <br />September meeting will be our annual park tour and bbq: <br />Monday, January 4, 2010 <br />Monday, February 1, 2010 <br />Monday, March 1, 2010 <br />Monday, April 5, 2010 <br />Monday, May 3, 2010 <br />Monday, June 7, 2010 <br />Tuesday, July 6, 2010 <br />Monday, August 2, 2010 <br />Tuesday, September 7, 2010 —Tour and BBQ <br />Monday, October 4, 2010 <br />Monday, November 4, 2010 <br />Monday, December 6, 2010 <br />Charles Evans made a motion to approve the 2010 Park Board Meeting dates. <br />Seconded by Bill Kusterman and approved. <br />2 <br />
