Park Board Meeting — April 5, 2010 <br />Minutes <br />Rick added that it looks great and asked if Member Huelman could take a look at it and <br />0 tell him if there needs to be any sealing performed. <br />OLD BUSINESS: <br />8a. Highland Meadows Park — Land Sale Proposal <br />This item was on the agenda for the November, 2009 Park Board meeting. Rick said at <br />the November 23, 2009 City Council meeting, the City Council approved the sale of <br />Outlot B for $4,000. The City Council stipulated that the property be combined with the <br />Judd's existing parcel, the City retains a drainage and utility easement covering the <br />western five feet of the newly combined property and that all related expenses be the <br />responsibility of the City. <br />Rick told members that any remaining dollars, after expenses are paid, would be put in <br />the Park Dedication Fund to provide enhancements to Highland Meadows Park. <br />8b. Discuss 2010 Park Board Goals <br />Rick reviewed the 2010 Park Dedication Fund Balance form included in the member's <br />packets. For the benefit of the new member he explained what the designated, <br />undesignated and remaining fund balances on the form meant. He said that the Park <br />Board should look at the balances again mid -year to see if any additional funds have <br />come in and to reassess the spending of the money. <br />Rick responded to questions about the Area and Unit Fund re- imbursement plan, if <br />there was money in the General Budget for trail maintenance and the placement of a <br />memorial at City Hall or Marshan Park dedicated to former board member Pam <br />Taschuk. <br />NEW BUSINESS: <br />9a. Review 2009 -2010 Warming House Report <br />Rick went over the Final 2009 -2010 Warming House Report that Brian Hronski prepared <br />for the packet. The rinks opened December 19, 2009 and closed on March 1, 2010. In <br />general it was a great year for skating this year. The rinks were closed very little <br />because of snow and warm or cold temperatures. <br />He talked about the Centennial and Forest Lake Hockey Association's use of the rinks <br />for practice, weekend rink cleaning and the low amount of accidents this season. <br />He asked that the participation numbers for City Hall Park be reviewed this fall to see if <br />there needs to be an adjustment of hours made for the 2010 -2011 winter season. <br />9b. Block Party Wagon Program Discontinued <br />Mr. DeGardner explained that in 1999 the Circle -Lex Lions Club graciously donated a <br />trailer for the Block Party Wagon Program. The party wagon was equipped with a <br />variety of equipment. The department's goal in implementing this program was to <br />encourage neighborhood residents to organize block parties to provide an opportunity <br />for people to get to know their neighbors. <br />The Block Party Wagon program was very successful the past eleven years. He <br />explained that due to the elimination of all parks temporary staff this program has been <br />
