Park Board Meeting — December 12, 2011 <br />Minutes <br />The December 12, 2011 City of Lino Lakes Park Board meeting was called to order at <br />• 7:17p.m. by Chair George Lindy. <br />Roll call was taken; members present were, George Lindy, Bill Kusterman, Richard <br />Jensen, Matt Koehn and Charles Evans, Pat Huelman and Byron Roland. <br />Mayor Jeff Reinert, Council Members Dave Roeser, Dale Stoesz, Rob Rafferty, City <br />Administrator Jeff Karlson and Community Development Director Michael Grochala <br />were also in attendance. Also present was Rick DeGardner, Public Services Director <br />and Sandie Wood, Public Services Department Office Manager. <br />2. APPROVAL OF MINUTES FROM JULY 5, 2011: <br />Bill Kusterman made a motion to approve the November 14, 2011 minutes. Charles <br />Evans seconded the motion and the minutes were approved as written. <br />3. SETTING AGENDA: <br />There were no changes to the agenda. <br />4. OPEN MIKE: <br />There was no one present for open mike. <br />5. EXPLORE POTENTIAL FUNDING OPTIONS FOR RECREATION COMPLEX: <br />• Council members Dave Roeser and Rob Rafferty came before the Park Board to <br />explore potential funding options for the recreation complex. <br />Rick gave a brief review of what had happened at the November 2011 Park Board <br />Meeting. He then introduced Brian Bourassa, PE and Kelsey Johnson, Community <br />Planner and Grant Specialist from WSB. <br />• <br />Kelsey opened the meeting by saying that WSB tracks and stays informed of funding <br />and grant opportunities. WSB has developed an extensive, web - based, searchable <br />funding database that gives key funding representatives within their company <br />notifications of upcoming opportunities. These alerts are distributed throughout WSB <br />and made available to their clients. <br />WSB has assisted their clients with grant and funding applications that resulted in over <br />$80 million of financial assistance. They have a number of grant preparers skilled in <br />numerous service areas including natural resources and environmental planning, <br />transportation, water /wastewater, municipal, economic development, planning, water <br />resources, GIS /IT, structures and more. <br />Kelsey defined some grants programs and what projects would be available through <br />them. She mentioned Outdoor Recreation Grant Programs — MnDNR, Twins <br />Community Fund, Baseball Tomorrow Fund (Major League Baseball and Players <br />Association) and water resource grants. She also talked about the percentage of <br />matching funds needed for specific grants. <br />3 <br />
